There are two numbers in your message, one of them appeared in Buick parts lists for a short while. The one in the title, #4831311, is a right front fender molding for the wheel opening. It was used on 1961 Electras and Electra 225s. It was supeceded by a different part number about 1963. It is a group 12.116 part.
The other one, #4831131, does not appear in the lists which I have.
If it doesn't look like a fender molding, it may be possible to ID it from pictures of Buicks from the early 60s. Only the top of the line models had rocker panel trim moldings or rear fender stone guards. Judging from nearby part numbers, it probably came from a 1961 model in any case. If the part was revised at any point in time, it would take on a new part number. Then the old part number would only appear in earlier parts lists for a short time.
