I have successfully decoded the "Body By Fisher" plate on my 1965 GS except for the "S" under the Trim Code 154. Can anyone help?

Thanks Sean. I'm not sure that is correct because I cannot find that option on the Option Sheet and it's definitely not an option on the car. Perhaps that was an option on the Riviera GS. Where are you looking for the information?

Group 4 option S was for the Gran Sport option. Maybe they just didn't stamp the 4. Typically the number for group 1 wasn't stamped, but the numbers for the other groups were. Here are some option code strings I've seen from some other '65 Skylark GS cars:
W-2FLP-4FS-5W
E-2KGXP-3H-4FS-5K
2B 4S 5
They didn't always stamp every option on the body tag and some plants did things differently. I've seen another tag from the Baltimore plant similiar to yours with just the S listed for option codes, so maybe that is all Baltimore used to identify the GS option.

There is no list of that shows what any of the 1964-1967 group number option codes are, at least I've seen one, so there isn't anyway to prove it. I've been told by others on the v8buick site with more knowledge that group 4 option s was for the GS in 1965. I have a large collection of body tag pictures, and only the GS cars have the 4S option on the tag, so I don't have any reason to doubt it.

S option is for tilt steering wheel ( B9) required. Which is GR sport with super turbine Trans(perform grp.)
I think this is where confusion is thinking it is for GS.

The S7 is definitely the code for the Tilt Steering Wheel on the Option Sheet, but I'm pretty sure there is not necessarily a correlation with what is on the Option Sheet and what may or may not have been stamped on the body tag. This particular car has many options that are listed on the Option Sheet (but it does not have Tilt Steering Wheel - it does have B9 Gran Sport with Super Turbine Trans.) None of the other options are stamped on the body tag.

My BAL car was built 3 weeks ahead of yours. The offset 1 is in the upper right hand corner on my tag. I see yours is near the bottom.
