rocker arm shafts,and distributor

Hello everyone,
Thanks Judd for sending the picture.I have the timing chain and sprockets on exactly as shown in the photo.I hope I got top dead center correct.
I don't think I put the distributor in exactly right.It's pointing near #1,what happens if it's not exact?
Is there a trick to getting the rocker arm shafts on properly?When I begin tightening bolts some of the push rods offer resistance.Am I supposed to rotate the cam or crank while I tighten down the bolts that hold the rocker assembly on,or do I just apply pressure and tighten them down?
