What is to debate? If it is not required for inspection and you don't like the looks, take it off, plug the holes and save all the hardware to restore to original if desired.
I have a 1966 Riviera with a 425. It is a California car so it has the air injection system. i am dressing my engine up with valve covers, a valley cover, spark plug wire covers, etc The air setup is just plain ugly. The 49 state engine seem to be O.K. without the extra stuff, I do not have to do smog tests on this car. Anyone have an opinion, or advise??

California state law says that all 1966 and newer cars must be equipped with the factory smog control devices even though they don't test for it.

Airy Cat, I have checked with the DMV, CARB, etc. and I found no reference to the rule that you quoted.
I want to be a responsible car owner, and I also want to clean up the engine compartment of my 66 Riviera.
Could you send a reply with the rule included?

If I were you I would go ahead and clean up the engine by removing the smog equipment. You will have to plug the holes in the heads.
