Carter AFB fast idle cam position trouble

Okay, several more days of testing at various atmospheric temps. The bottom line is the fast idle cam never moves up on its own. I can easily move into position and the screw sets on the high step fine, but it never moves into place on its own. Stupid question: what's actually supposed to make that happen? Is that spring with the cam simply not strong enough?
 
Your choke linkage moves the fast-idle cam up when the choke closes. It's a simple process. Make sure all the choke linkage is connected and working. A way to check this is to hold the throttle linkage back by hand, with the motor warmed up and not running of course, close the choke butterfly with your other hand, and watch to see if the choke linkage is moving the fast-idle cam up. If not, the linkage is either not connected properly or the rod is missing or bent.
 
Thanks. Everything works except that cam coming up. I'm going to have to take some things apart and have a deeper look.
