New Engine - Bad Lifter! or so it seems

Ok, I just spent the last few months and a few $$$ to rebuild my 1964 Buick 300. After I started it up, it had a valve tap in number 1. I replaced all of the pushrods with adjustables and carefully made all adjustments and after dialing the engine back in - it still had the valve tap.

OK, I THINK IT'S A LIFTER!!!! How can I tell for sure?

    Did I not install correctly?

    Any thoughts would be helpful.

    noise

What kind of shape are the rocker arms and shafts in?

Everything looks to be in tip top shape. I had the rocker shafts rebuilt and the guides look good as well. The lifters were NOS from an internet source. I just bought new ones and thought that I should just go ahead and replace.

I don't want to go through the trouble if there is another, more sinister issue.

Any and all help would be appreciated
