I have found that the tool usually isn't necessary. First, look under the arm with a mirror where it fits onto the shaft to see if it has a locking tab, and if it does, bend the tab out of the way. Next, lay a thin piece of wood or something similar on the cowl to protect the finish. Finally, lift up slightly on the blade end of the arm and pry under the opposite side of the arm "socket". I don't know the correct name for this, but it is the part of the arm that fits over the shaft.
This all goes a lot faster than it sounds, and the whole job should take only a few seconds.
