power brakes

I know I posted this before but, I realy need help. I have a 54 roadmaster with power brakes. When you apply pressure to the pedal nothing happens, then a clunk and the brakes almost lock up.

Where does the "clunk" come from? A wheel, under the hood, does it make the noise sitting still, is the motor running, only when you are moving. Do as much detective work as possible and we can figure it out

The clunk seems to come from the left lower front of the car, one time the left front wheel locked up. The master cly and booster has been replaced.

Today I adjusted the push rod it had a inch of free play. The shop book said 1/16 inch play. Did not help as soon as you apply pressure to the pedal they lock up
 
Question?

This could be a dumb question but have the current brake system on the car ever worked properly? I'm not very familiar with that cars systems but here are a few suggestions.
If the booster system is vacuum operated what do the brakes do if you disconnect the vacuum supply? If it's anything like 60's cars the brakes should be much less effective but if the brakes don't lock up you may be able to isolate whether or not the problem
Is in the hub/shoe assembly.
Also have you checked the shoe and hardware assembly yet? Perhaps you may have incorrect hardware or missing parts, or possibly a severe adjustment issue.
Again I'm not familiar with that system so don't throw stones to hard if my questions or suggestions are rediculous. Just want to help.

I'd pull the left wheel and drum and have someone step on the brake to see what the
brake cylinder is doing. sounds like something is hanging up

brake lockup

Friend of mine said he knew of a older Buick locking up a front wheel after sitting for a long time. The wheel seal had been leaking and oil had congealed which caused the lockup. This can happen also with leaky wheel cylinders. Best reason for disc brake install. One of the first improvements to do on a old Buick.

Thanks for the replys. Ok here is the rest of the tail. I just bought this car from a guy in Reno. I was told that the car has factory rebuilt master cly and booster. When I was under the car adjusting the push rod the booster looked new. Pluge the vacum line would as you said will tell me if that could be the problem. And yes I should check if the new brake shoes etc. where installed right. I guess I was looking for a easy fix.

Another thing check for proper wheel bearing adjustment on that left front wheel. If the brake drum moves around when the shoes are applied you could get some wedging action in there that could be making noises and binding the brakes.

Ok guys I disconnected the vacuum line from the booster. The same problem just have to push harder on the pedal. Took off the left wheel and brake drum. It has what looks like OEM wheel cly. and rubber hose. The wheel bearing adjustment was ok. The rear has new wheel clys. I have order new wheel clys for the front and new hoses
 
Update: replaced front wheels clys. and hoses, adjusted all four wheels. Fixed small vacuum leak at the line on the intake manifold. Brakes work much better but, when applying the brakes if you let off the pedal the press it again before the car comes to a stop the pedal gets hard. It has rebuilt power booster and master cly. Any more ideas.
