'66 Riviera GS with starting and dash trouble

Hello Team Buick: I am having electrical trouble on two fronts with my restored Riviera. It has the original 425/ST400 with just over 60K on the clock. I am having trouble with my dash and turn signal lights. I brought it to a shop that claimed to fix the issue but has not. On the way home, I shopped at a supernarket and when I returned to the car (within 10 minutes) it would not start. Not sure if the attempted repair of the dash lights and the starting problem are related. I had Hagerty tow me home.

When I turn the ignition key the motor makes a "click" but not what I remember to be a starter "click". To be safe, I had the original starter motor rebuilt along with a new solenoid. No change in the "click" which is sort of a dull click. There is a full charge on the battery.

I checked the neutral safety switch, moving the shifter while trying to start, even jumping the connector to no avail. I tried to hot wire the engine running a push button switch from the battery to the S side of the solenoid to bypass ignition switch. No difference in the dull click.

Before I embark on a total dash wiring project I thought i would see if I am overlooking something. As for the turn signals, the parking light and tail lights work but not the dash indicators. Thanks, ALL
