I had the same problem and after a lot of testing,I found it to be the turn signal switch. I removed the steering wheel and replaced it and brake lights work fine. After talking to a lot of older mechanics they said this use to happen a lot.
I'm working on the lights of a 64 model Rivera for friend, I've replaced the light switch, dimmer switch, the fuse box, the flasher, the rear light sockets & bulbs, the front bulbs. I have headlights & park lights, I don't have brake lights, the rear signal; lights light up when each is turned on, the left front one won't light up, the right front one stay's on real bright all of the time even when turned off, The brake light switch checks out to be good. I'm lost as to what to check now, all of my grounds are good & when checked with a test light at the flasher the test light blinks.

This car has the signal light switch located down at the bottom of the steering column & I already replaced it, before I replaced it I had nothing on the signal lights.
I have a factory issued book on your car with wiring diagrams. did you change the brake light switch? If you will send me your email address I can send you the information. According to the book you have to pull the steering wheel to replace the part you put in. This is because of the actuator rod.
