you've mistranscribed that VIN. the first digit has to be a '4', that was the format for ALL buick cars from 1965 until the new universal VINs were instituted.
however, even making allowances for that i'm not making much progress here.

6 = Cadillac; error, should be '4' which would equal Buick
46 = codes as a Gran Sport 400 (401), i suspect you've transcribed the 4 and 6 which would give you a model code of 66 which is a Wildcat Custom
99 = doesn't code as anything, i suspect you've got a '39' or 4 door hardtop although '67' (2dr convertible) and '87' (2dr hardtop) would also have been available in 68
x = production year, either there should be an '8' here or one of those 9's is in this slot which would make your car a 1969 model
Y = Wilmington, DE plant
131173 = Sequential production number
