why don't you change out the fresh thermostat, just to eliminate it from the equation. however remote, it is possible that a piece of crud may be fowling it.
my '93 regal GS won't blow hot air from the heater when the car is moving, when its stopped it works fine, doesn't seem to be the thermostat though, the engine temp. doesn't vary, and i just put a new thermostat in a couple months ago, it's a weird little problem, anybody seen something like this before?

oh ya, today i just checked again, when it blows cold when its running on the highway, the air flow coming from the vents also slows down.
check for any vacuum lines broken (either underhood or under dash).
just changed the thermostat, no change, must be a problem in the controls, although there does not appear to be a vacuum leak and the contorls are working, strange.
just took the car and trailer on vacation in the mountains, weighed in at 5550 lbs. and got 29.5mpg, so at least i can brag about that.

you may be on to soomething with the controls. if there is any point in the selector mechanism that feels as though it is slipping, the problem could be there. another possibility is the major line that supplies vacuum to the selector mechanism.
well i think i'm gonna dive into the vacuum lines, this car has push buttons, no sliders, so it could be vacuum or ductwork problems
