    With the cap off and the rotor screwed down tight, should it have any play?

    Well the rotor should spin a bit, but there should be some resistance from the springs.

    The shaft may move slightly, as it climbs up and down on the cam gear, but as long as the movement is small it shouldn't cause any problems.
