1993 LeSabre Trouble code 17 ?

General Motors Diagnostic Code 17 "spark reference circuit error"- What does this trouble code mean? I thought that code 17 meant my Cam position sensor was bad. Well, I replaced it and problems with starting my car still occur and this code still shows up. Any Ideas?

P.S.

Let me clarify that my engine cranks but does not turn over until the 4th or 5th try. Also this problem happens on occasion not everytime.
