I think you are probably right with your steering wheel position.
I removed the steering wheel on my '41 Buick to repair some cracks. I didn't notice the cams on the back for the turn signals (first photo). I can turn these manually by hand. Is there a particular way they need to line up on the wheel? And should the hole where the horn will be re-wired (second photo) be at the bottom of the wheel when the front wheels are pointed straight? This would mean the banjo would form a "Y" when going down the road.

The hole in the wheel hub does go to the bottom per attached page from the shop manual.
