Yes, Trim 168 is black vinyl and the seat code B is for bucket seats. You have the paint and top codes correct as well.

The TRIM 168B does that mean black vinyl bucket seats?
W11 means diplomat blue paint with a white convertible top I think.
Any corrections would be appreciated...

I appreciate the confirmation.. The car is a good survivor.. In very good shape, but needs some light restoration (new seats and paint etc.).. Want to be a true to the factory as I can.. I even have the original work order..

That's a broadcast sheet, but it's not from your convertible and it's not from a 1964 car.
44469 = style number (Fisher switched to a 5 digit style number starting with the 1965 model year)
4 = Buick
44 = Skylark
69 = 4-door thin pillar sedan
body number = 575
Trim 131 = Blue Cloth and Vinyl
Paint code DD = solid Astro Blue Metallic
For your convertible:
4367 = style number
4 = Buick
3 = Skylark
67 = 2-door convertible
body number = 2589
