Ribbon wouldn't go 2 1/2 turns and line up

Just replaced the ignition lock, 95 park ave, and I followed the directions on resetting the ribbon. But when turning it back the 2 1/2 turns it wouldn't line up where the lock tab ends up between the lines next to the arrow.
To line up, it went like 1 3/4 turns.

Is this okay, or should it have gone to 2 3/4 turns? Thanks

Actually my choices seem to be 1 3/4 turns or closer to 3 turns back, to line up where it installs.

I'm guessing it may be better to have it a little too loose than too tight to prevent binding up. Too bad I have to guess though.

If I am following along correctly in the factory service manual, this refers to resetting the air bag (SIR) coil assembly in the steering column. Yes the 3-turn configuration would be correct vs 1-3/4. The air bag turns with the steering wheel. So limiting the coil rotation to 1-3/4 turns would cause the cable to be cut during full rotation of the steering wheel.
