    70 350 RPM shifting

Hello recently rebuilt my 70 Buick 350 SP code bottom end was wiped out so replaced all. Motor has a TA stage 1 manifold, stage 1 Springs and timing chain, cam is a TA 310-350. Rebuilt a used quadrajet from my buddy but before when I had my Holley 3310 with a TA 290-94H cam motor wouldn't shift to about 4,500 RPM at WOT. Now with this Qjet it shifts at 3,700 RPM at WOT. Use to have a Qjet before holley and same thing reved to 4,50p before shifting, timing is at 10° same as before. Any ideas on what it could be don't wanna spend unnecessary money on new carb if not needed. Thanks for any info
