    Hello,

    06C is for time built: 3rd week of June

    6644417 is decoded as:

    66: Year built 1966
    4 : Buick
    44: Skylark V-8
    17: 2 door sport coupe hardtop

    181, ZBC, & 446 are accessory codes.

    BAL: Baltimore Assembly Facility

    8865: Upper and Lower body Color

    Hope this helps.

    ST 66 44417 BAL 8865 BODY
    TR 181 DD PAINT
    ZBC 2
    BODY BY FISHER

    06C = body build date = June (06) 1966, third week (C)

    446 = sequence or line number, also found on build sheet

    ST = style
    66 = 1966 model year

    44417 = Fisher body style number
    4 = Buick
    44 = Skylark V8
    17 = 2-door hardtop coupe

    BAL = body built at Baltimore, MD
    8865 = sequential body number, no relation to VIN

    TR = trim
    Trim 181 = Blue Cloth and Vinyl bench seat, available on styles 44307, 44317, 44407, 44417

    Paint code DD = solid Astro Blue Metallic

    Option codes:
    ZBC

    Baltimore didn't stamp the group number with the option code letter, so it makes it harder to decode the option codes. Some common ones are listed below, but they may not match your car:

    Group 2
    Z = 3-spd auto transmission

    Group 3
    B = Rear Window Defroster

    Group 4
    C = exterior belt reveal molding

    I don't know what the 2 in the lower right corner if for.
