they can, yes.
worst is that people have cut Frams apart and found the filter media split. maybe Fram has gotten better in the last 10 years? i haven't checked recently, but every time people start pulling filters apart, Fram is noticeably worse.

Wix / AC / Purolator / Bosch all seem to have decent reputations among the common cans. obviously, you should be getting a LOT more if you splurge for something like a K&N.

heard real bad things about Fram a few years ago. and only use Wix now on everything. cant vote, must be over.

I had a fram come apart and plug the oil pump pick up of a 430. Fram blamed it on whatever, maybe high volume oil pump?!?!?, but I don't think the fibers should have disintegrated.

There's a YouTube video where the guy cuts open a bunch of oil filters. Visibly the Fram was the biggest piece of junk. Every part.

Fram is always junk when they tear it apart. there are many videos on Youtube concerning this, and they always come back the same.
