Dual Path Transmission question

I have a 1962 Skyark with the 2 speed Dual Path Transmission in it. Can anyone tell me at what speed the transmission should shift from 1st to drive? I haven't driven it in a while and I thought it shifted into drive around 10mph. I was reading in the repair manual and it says it should shift between 40 and 45mph. It is shifting at 45mph but that seems a little high to me, sounds like the transmission is winding out a little before it shifts.

45 mph is probably about right with your foot on the floor. At light throttle, I would expect about 15-20 mph.

Just driving at a normal speed it shifts at 45mph, no matter how slow I drive it's the same.

First thing to check would be the kickdown linkage. Then the governor.
