I agree with Bob, probably not from a Buick. If it were decoded like a Buick EIN it would decode as follows:
3BR404229
3 = Oldsmobile
B = 1981
R = build plant, Arlington TX
404229 = sequential number; for Buick, a number in this range would be for a B or C body car
