F is correct for Flint. Read this, it should help you, even though it is for a 71 Riv, the concept is the same.

Congrats on your find!
I found a car that has an "H" in the vin (built in Flint) but an "F" on the cowl tag in the position of assembly plant?!?! I cant find any site that defines the "F". DOes it mean FLint too? Shouldnt the 2 digits match? Is this just some weird anomaly that GM did?
