horn fuse blows immediately 15 amp

Need to get inspection tags out in oct. Horn blows fuses as soon as i put them in,unpluged horn seem like the car
computer was running,how ever the fuse did not blow,change fuse from box/look up horn switch/air bag pad

not much help,remote control, is not working,locks onthe doors shift but do not lock,located rfa module.i think.

There are some module on the righside of the passenger side in a fix can you help/would take it to mechanic, have to

fix every thing myself cant learn any thing taking it to mechanic thanks

1998 buick lesabre,finnally bought new horn,replaced air fuse red 10 amp,removeded air bag didnt take it all the way off,no broken wire
1 wire with out an end on it, right side of car near side light,have no idea what that is,llooks like some type cyclnder,I dont if loose wire
should be hooked up to any thing.would like very much to know what that piece is called thanks jdan
