It has a 1970 body style, that is what is confusing about the 1969 vin #

    1. What year does your title show the car to be?
    2. Does the VIN on your title match the car VIN?
    3. Does the VIN plate or its rivets show any evidence of alteration or removal? Original VIN plate rivets are "scalloped".

    skylark

The title is for a 1970 buick skylark and the vin# match the title. The plat looks like it has not been tampered with

Ok, then here is what I think might have happened:

Back in the day, some states would allow a new car to be titled for the calendar year in which it was first sold. I have encountered this on cars sold new in the 1940s and even a few sold in the 50s. So, for example, if a 1951 car was still on the dealer's lot after Dec 31, 1951, it could be titled as a 1952.

All of these states eventually changed their laws to require that the title year match the model year. I don't know what year the last of these laws was changed, but your car is definitely the latest one I have heard of this happening to up till now.
