    I think Flint was FB and Fremont, CA was BF (seventh digit of the VIN should be H for Flint and Z for Fremont). The numbers 203948 74115 look like batch numbers which were used by Fremont to group option codes. B80 is the option code for roof drip scalp moulding. The paint code is 58 (Harvest Gold Metallic) and the vinyl top code is H (Dark Gold). I'm guessing option code B80 was needed since the car has a vinyl top. Trim code 189 also indicates bucket seats. The body build date is 12A = December 1969 (12), first week (A). The model year runs from August 1 to July 31.

    The option codes shown at that link are actually sales codes. The sales codes appeared on the Buick order form and the option codes are on the body trim plate used by Fisher. You need an assembly manual for the model year to correlate the two. For example, sales code M7 is for Rear Window Defroster and the option code on the trim plate would be C50. I don't think option code B80 has a separate sales code. Fremont used batch numbers to group option codes and I don't think there is any way to decode the batch numbers.
