Yes, your valley cover is for an engine with a road draft tube. At least most 401s and all 425 would have a pcv system. If you put use a pcv valve you must put a breather on a rocker cover to allow air into the crankcase.
I was at a car show today and there was a vendor there selling polished finned valley covers for 401/425s. I was inspecting it and it was made by Elco or something like that. I have heard of it before. It did not look like my factory one. Mine has about a 1 inch neck at the back (not sure what that is for) and it has a large enclosed box under it and I assume it is filled with filter material. Did these engines, my valley cover is a 1959 part and my block is a 1966 425 have road draft tubes and is that where the draft tube took off from. Do you have to put a breather on a valve cover to relieve internal block pressure if you use one of these non vented valley covers?

Yep, and if you are using the pvc system,, then you need to block the hole in the valley cover... because you are sucking dirt/water into the engine there.... or you can come off of there with the pcv hose and use solid rocker arm covers... which is what I would do...
But you dont need to do both.....
