64 Special, is dash shell removable?

Have a 64 Special 2dr hardtop with a dash shell that is rusted out along the bottom on the drivers side. DVAP has one available, but i cannot tell how to remove the existing one.
Is this a bolt in? or welded in?

anything is removable..... but can it be replaced....

Just joking with the title. There are welds at the end of the dashboard where it meets the windshield channel, cutting them requires removing the windshield. There are also welds in the windshield channel that attaches the dashboard to the firewall. I don't see how you could change the whole dashboard without lost of work and removing the windshield.
