are all the rocker pedestal bolts the same? The factory bolts all have a smaller diameter shoulder so the oil can pass through the bolt hole when the bolt is in there.
just a thought!
Just finishing rebuilding this motor. Decided to pump up the oil pressure with my drill and see if oil comes out of each rocker arm as it should. It comes out of most of them but not the 2 rockers associated with cyl #2. And that is where the oil comes into the rod. I know there is oil in that rod since it comes out of the other rockers on that side. I took rocker arm assy back off and looked for plugged holes etc but saw no problems. By the way, with the rocker assy off, the oil does come out of the bolt hole near cyl 2 when I pump up the pressure. Any comments would be appreciated.

Thanks Ted, that is a good question. They are all the same original bolts with the shoulder. Also I noticed that oil drips out of both ends of both rocker rods even though there are caps at each end. Is that normal? Can the caps lose their seal?
