That center rear light is the back up light for that car.
To raise the rear, I would suggest some new replacement springs.

Since yesterday I have a '69 Buick Skylark Custom, all original except paintjob.
Even the fender skirts are there!
Well, now I wonder what this thing in the middle of the rear bumber is for
a 3rd brake light?
and:
is there any way to lift the back up somehow? Like pneumatically adjustable shock absorbers?
It seems that the car's back is very low compared to the front. Not only from the design.
At least the headlights are pointing somewhere in the air, causing some angry reactions from oncoming vehicles...

Back up lights are below, left and right. Don't tell me that car has three back up lights...
well I could use it as 3rd brake light then...maybe I can find some red cover fitting there...
new springs? you think the springs are worn out?
The springs are old , but that was the way they designed the cars to sit , working on a budget -- you can install aluminum lift cups under the original springs or for the newer springs buy the stationwagon ones it will pick it up a couple inches .The wieght difference is extra lift .Have fun working on your project .
