1964: Blower motor works in Vent, not A/C

If I put the AC/Heat/Vent source switch to Vent mode,
the blower motor blows air as expected - the blower
speed switch controls the blower in all speeds. The
blower motor also works in Heat mode.

Pull blower speed switch (speed switch is a push/pull
switch, as are the other controls in the immediate area)
to Off, turn source switch to A/C (either Normal or Recirc),
then push on blower speed switch to speed 1, 2, 3, or 4 ...
I can hear and see the compressor kick on, but the
blower motor does not turn on

    Any ideas?

I'm trying to remember; is there a hi-pressure or low pressure switch between the compressor and the blower?

does 64 still have all the bicycle cables for climate like in 62? maybe somebody crossed one or something. another thing i noticed on mine is if the cable is rusted, then it wont move, and the cable is bent, so you might think it is moving, but it is only bending and un bending. if that is the case they can be bent straight and work, but only after the rust is loosened up with liquid wrench and or liquid graphite. you may be in for a fight if you cant remove the dash pad and inst. cluster to try and do this.
