Locks are designed to allow cylinder removal only with the key inserted and turned on. Without a key, you may be able to 'pick' it into the open position so you can push in the pin. Otherwise the only option you have is to drill out the cylinder. Using a piece of wire, determine how deep the key would go into the lock. Then, start drilling into the center of the lock with a 1/8 bit to the depth of the key. Increase the size of the drill bit a little at a time until the cylinder releases and can be worked out of the housing. Usually you will reach a depth where the pins and springs just fall into the hole you've drilled. Then the cylinder can be pulled out.
