I have narrowed the no horn problem down to an inner fender mounted horn relay. An exchange manual lists this number to fit 61-66 all Buick. The number is 391924 but viewing some local car shows, other Buicks use a different looking relay. I guess what I want is the one that came with this 64, which I believe is the one on the car now. Does anyone know where to find a NOS 391924? jcpedersen@q.com
You should see if you can repair relay, make sure it isn't poor contacts at Relay connection, maybe some corrosion. If you know for a fact you need relay, than I would try getting replacement.It will take patience to find a good quality reproduction or OEM,try ebay,classicbuick.com,Kanter's.com, Hemming's publication.
Old Buick replacement parts may be different from originals. As the years pass, manufacturers have put out replacement parts to fit many cars, to be profitable. Not necessarily trying to keep a car looking let's say 1963 or 1964.
For Example, I have found that in most car catalogs it shows 1964 Buick parts to fit my 1963, which is completely wrong. I have returned many parts that showed on catalog fitting my vehicle,and didn't come close to being the right part.
