I believe that the latches on your car were replaced with hand-operated latches early in production. If you can't find a key perhaps you can find a set of the later type and replace yours.
I have a 1950 Buick Jetback that is in great condition and runs beautifully.I do show the car but am in need of the tool to unlock the hood. The hood opens on either side with a tool that is inserted into one of the three port holes, turns and releases the lock. The hood can be opened on either side or both sides and lifted off and set aside. I need one of these latch hood opening tools.I am not sure what it is called or where to start looking. I am hoping someone has one for sale or can tell me what the tool is named and where I may find one being sold. Thanks for any help,it will be appreciated.

You might try www.bobsautomobila.com They seem to have the stuff to do the conversion.
I found the hood latch key, part #1342065 at oldbuickparts.com. It sells for $87.50 plus $11.50 S & H. This is NOS and the only one they had at this time but it might be a reference site if you need something scarce and hard to find. Thanks to all that read my inquiry and those that answered.
