The right way is to remove the right inner fender well. Way back when we would cut an access flap in the fender well, tack it back up when done, & seal it with sealer.

Do a seardch There is a way to do it by drilling out the bottom right bolt on the inside cover

are you talking about cover under dash?will it be easily accessable to connect hoses to heater core?

You disconnect the hoses at the firewall ,and the core is removed from under the dash. The inner cover must be removed and the right hand bottom bolt either must be drilled out or the fender removed to get at it.

Also for the fan acces you can carefully unbolt the passenger inner, use a wooden block and rotate the inner clockwise with the outer fender still in place. But check the ground wire the fan to the firewall and the dash switch first.
