    "paint FC1 (FC blue with a white top ) 1??"

    F = Primary color for a two two paint scheme, here Laguna blue.
    C = contrasting two tone color, here Artic white.
    1 = the number for the particular two tone paint scheme, here roof only. (the locations where the contrasting color is applied)

    "12D december build"

    Built the 4th week of December 1960

    "style 61-4829 1961 electra 225"

    style = 1961 model year
    4829 = 4 door hardtop

    "trim 811J1 (811 blue) J1 ??"

    J1 = 2 custom seat belts with retractors (front only)

    "ACC B16 ???"

    ACC = accessory or option code(s) for Fisher Plant action
    B16 = ( I suspect this is a misread and it is B I6 and not B, the number, one, 6)
    If so :
    B= Heater/defroster (optional at the time)
    I6 = Tinted glass

    "body FB 2292 flint MI"

    FB = Flint plant of manufacture
    2292 = Fisher body sequence number

    what year did the numeral designations get assigned to vinyl roof options?

    I do not recall that a GM Buick vinyl roof option came along until maybe the 62- 63 model year. It was not an option in the 61 model year.

    For the 61 model year, in combination with two letters, the convention was that third in sequence numbers identified the locations on a car that recieved the contrasting color two tone paint.

    If, for example, this was a 1962-63 with a vinyl roof it would read something like "PNT F1."
