Help! 1998 LeSabre Horn Relay

Hi Everyone. I have a 1998 LeSabre Custom and the horn quit working on me. I'm 99% sure it's the relay because I've tested the horn and I'm also not getting any voltage at the horn when the car is running and we depress the switch.

My problem is...I can't find the relay. My Haynes manual says it's under the dash near the steering column but I have searched for it to no avail.

Can anyone help??
