I would guess!!! that one of your heads was "remanufactured" and the replacement rockers had/didn't have the ribs.
I am reassembling the rockershaft assemblies for my 63 401. Things always look different when going back together. There are two rocker arm part numbers: 1186317 and 1186316. Obviously a "left" and a "right" offset. Half of the lefts have a rib near the bore, the other half does not. Same for the rights. Comparison to an old supposedly untouched assembly show that the ribbed and non ribbed shafts are mated on one side of the assembly. What is the correct installation on the engine? ( ribbbed to front on both sides etc?) Does any of this really matter? Any help will be appreciated. Thanks

Rcull: Thank you for the reply. I looked closer and found that some rockers had a Buick logo on them and some did not. In any event I used the "untouched" assemblies as a guide and put the cleaned and inspected pieces back together. I think I will be OK.
