You are correct on the fuel filter and I would pour the fuel into a clear glass to check for water and trash .
If you check your fuel pressure look for the pressure to hold ( 28 to 36 psi ) after you turn the key off . If it does not hold and drops to zero psi and you have to crank to build the pressure up to crank the eng.
There is a check valve in the fuel pump that is not seated ( no need to replace pump ) then find the fuel return line at the T/Body ( 5/16 return 3/8 inlet ) and pinch the line off with vicegrips etc. ( donot damage line ) and try to start eng. fuel pressure should go to 80 psi and seat the check valve . HTH I have saved customers from having to replace their fuel pumps using this method , hope it works for you ..
