The 61-63 aluminum V-8 had its own unique bolt pattern not shared with anything else except the 62-63 V-6. The only automatics which will bolt up without an adapter are the Buick Dual Path and the...
That's just the sequential vehicle assembly number at that plant. It means nothing as far as the engine is concerned. You would need to find the actual car with that VIN to learn any more about it....

Are we talking about a stock type distributor with points? If yes, do you have a dwell meter, and if yes, what is the dwell reading? If no dwell meter, what is your point gap?

I agree with everything Jenz says, except first pull the valve cover before you try to turn the crank. You want to watch for any stuck valves that might bend a pushrod.

Assuming this is a front wheel bearing you are talking about, replace the hub, not the drum. You can use your old drum on the new hub.
