Engine is COMPLETE rebuild ? If yes, it sounds like a not correct installed timing chain...may be...
At first try to set your Ignition by feeling.
Turn the Distributor by hand at idle and feel for...

at this point I would try it with another regulator..
Is your car switched over to 12 V ?...and the regulators "original" 6 V's ?
Your grounds are ok ? from motor to body and the one from regulator to body ?
My original (6V) starter from the '38 248 cui is working without problems on my 263 Engine and worked with 12 V.
I mean that dynaflow and synchromesh are the same.

Youre ride to your home was without probs , or your Pump was completly damadged ?
Please you can make a picture of the pump or give your Engine#? ... if i remember right as we stand at...
On my compound carb manifold its also sticky in the open (no warm up the carbs) position and im happy about it.
