YES! Mine does have the water ports near the valve cover rail! I will get some casting numbers/dates for you when I get back to the shop :)

Ok, here are some more pics. You can see in two of them how much taller the actual head is and the raised runner design (why they got away from this head design is beyond me. Probably to save money...
I would say it's a much better port, but still not ideal. You could use some aspects of it though. A good starting point :)
I haven't flowed it yet. I was going to compare it too a 248 head I have. This is my busy season as far as Cylinder head porting goes. But I should have some time this spring yet.

By this drawing it looks as if the valve tips, (especially the ex.) would extend past the valve cover rail. Would have to play with valve angles.
One more thing to add about Singh-grooves (since we are somewhat on the topic)
I haven't experimented with them much but I have seen heads where people have tried (rather crudely) to implement...
I agree with Buick Guy. Installing too large a valve could have a negative effect with shrouding among other issues.
The "perfect ultimate" 263 head would be different per application. Are you building a head for high performance street, full out race, or somewhere in between?

I have a bare 248 block you can have for a very minimum price. I also have a 248 head cut into cross-sections you can look at. It will give you an idea of the layout.
