So i just got my set of 4 lap belts in the mail (i guess they didn't have seat belts in 48?). Do i need to cut the carpet and install these directly on the floor or can i bolt through the carpet?

you can bolt through the carpet. however make sure bolt/washer/ bracket are all touching. no carpet in the clamping area. just bush it up. belts should have some directions on them.
