Whats Up with the AIR TSB

So I dropped a 94 Buick LS1 out of a Roadmaster into my 92 XJS. After doing some research, I found a late 90s TSB from GM saying that the AIR system was problematic and they got permission to disable it in 95-6 Roadmasters, Caprices etc. Since it is the same system as 93-94, I look but cannot find a TSB for the earlier models. GM had a block-off kit for this and a decal for the engine compartment to alert the smog testers. Rejoicing, I get a decal and prepare to remove all the AIR , but as a precaution I call the local ref and ask if they are going to honor to decal. Yes, he says, until he checks with his boss who says no because some of the AIR systems may work and they have no way of testing to determine whether mine is working or not.
Later I find a post on some forum that refers to an email from California BAR acknowledging that the AIR system can be disabled. 10 days ago I sent a copy of that post to BAR with a request that they confirm. No response.
Anyone dealt with that?
