Re-installing 1941 Buick steering wheel?

I removed the steering wheel on my '41 Buick to repair some cracks. I didn't notice the cams on the back for the turn signals (first photo). I can turn these manually by hand. Is there a particular way they need to line up on the wheel? And should the hole where the horn will be re-wired (second photo) be at the bottom of the wheel when the front wheels are pointed straight? This would mean the banjo would form a "Y" when going down the road.

The hole in the wheel hub does go to the bottom per attached page from the shop manual.

Also included are the instructions for checking the turn signal cam and an exploded view of the column.
