How to pop the hood on a 61 lesabre

Am I missing something?? Car has been sitting since 1987.

Here are the pages from the shop manual showing construction of the hood latch mechanism. Looks like there is a handle behind the top center of the grille that releases the left and right hold down latches. Then there is a safety latch on the hood to allow hood to raise.
