How can this be?

I have a 71 GS455 that I know has not had an engine change. I recently pulled the engine and everything else for a restoration. I checked the engine serial number and it is one digit off from the serial number of the VIN. One digit more than the VIN. How can this be? Is it possible the factory slipped? I read some where that there was a worker strike during this production year. Has this happened before?
 
It has to be original engine with a assembly line screw up. What would be chances of finding another engine one number different off. I would think that would be a great conversation starter.
 
It would be interesting to see what the partial-VIN serial number is on the transmission?
