1959 Buick Steering column Horn Issue

Hello from Canada.
how does the horn wire in a 1959 Buick works. On my car the horn is on all the time. I belief I have a short in the column. Does anybody REBUILD a 59 column and has picture?

Wire at base of column goes to horns. It’s a clip. Horn is hot all time and you ground it to complete circuit so horn wire is grounded someplace
