here's a link to trouble shooting the stromberg:

Have you checked for a vacuum leak?

The "two idle screws" are mixture screws, and they won't do anything until you can get it to idle down on the primary butterfly valves.

There will be one idle screw on the linkage on the throttle side of the carberator. When you turn it, it will open the primary butterfly valves noticably.
As suggested look around for a vacuum leak first. Take a flashlight and look down the primaries to see if they are actually closing or if they are hanging up on something.

Also, to perform a "lean roll" adjustment on a multi throat carburetor do the following:

Open both mixture screws about 3-4 turns.

Then start the engine.

Turn one mixture screw completely closed. Which one does not matter.

Turn the other screw slowly in until the engine just starts to "lean roll" and then back it out 1/2 turn. The engine should run smoothly.

Now, open the other screw 3-4 turns.

This is important: Turn the previous screw in until it is completely closed AND COUNT THE NUMBER OF TURNS EXACTLY. Note the angle of the screw slot as you want to return this screw to this position after you lean roll the other screw.

Now, turn in the second screw until the engine lean rolls and then back it out 1/2 turn. You are finished with this screw.

Open the first screw the exact number of turns that you noted and make sure the screw slot is at the same angle as when it was set prior.

You are now finished setting the mixture to the leanest setting that will run the vehicle efficiently.

Do these replacement carbs have automatic Chokes?

If so, there might be a screw set too far out on high speed idle cam
located on the passenger side of the carb..

If you have a bad gasket. You could be sucking air. If that is the case, you will never be able to retard the idle untill you get a new gasket and stop the leak.
