Like many performance parts it does both! Because when you use two sets of points neither opens as far as when you use one.

ie. your car still runs 30 degrees of dwell before and after installation. With one set of points, you require about .016" of gap to get the dwell. With the dual point set, you only require .010" or .012" (those are just guess') so when you wind your motor to the high end you will reduce point bounce, a problem with points and high revs.

It also increases their life expectancy because they don't stress the spring so much by opening them as wide.
